Description

The purpose of this call for tenders is the selection of communication services. This call is open to individual professionals and communication companies established in EU countries providing occasional and clearly identified communication services directly linked to the exercise of the parliamentary mandate of MEP Rosanna Conte.

If selected through the present call for tender, MEP Rosanna Conte offers the possibility of signing a temporary contract with no exclusivity for a 7.5-month period. The service provider will be requested to fulfill the following services:

– Production of posts and articles for dissemination on social media;

– Video production for dissemination on social media;

– Media relations support in Brussels and Strasbourg for press conferences and public events;

– Press review on European issues.

The key dates of this call for tender are the following:

1. Deadline for the submission of applications: receive the offer in writing via email by

30/11/2023

2. Candidate(s) selection: 13/12/2023

3. Start of the contract: 04/12/2023

4. End of the contract: 15/07/2024

The offer must contain descriptions and supporting documents answering to the:

– Exclusion criteria

– Selection criteria

– Award criteria

as described below.

1) EXCLUSION CRITERIA

The person or entity should not be bankrupt, subject to insolvency.

It should not be established by a final judgment or a final administrative decision that the person or entity is in breach of its obligations relating to the payment of taxes or social security contributions in accordance with the applicable law.

It should not be established by a final judgment that the person or entity is guilty of fraud, corruption, money laundering; the person or entity resides in a state different than the Member’s state of election or Belgium.

2) SELECTION CRITERIA

a) Experience in the communication sector, in particular regarding institutional communication and EU institutions: please describe your previous experience and/or send your curriculum vitae in attachment to the offer.

b) Organisation of the work for delivery of the service: please describe how to ensure successful implementation of the tasks, and to accommodate short-term deadlines.

c) Experience in developing and implementing communication plans or campaigns tailored to different Italian audiences: please describe your previous experience and/or send your curriculum vitae in attachment to the offer.

d) Financial capacity: applicants must have stable and sufficient resources to successfully implement the service. Please describe your financial situation and/or send your financial statement.

3) AWARD CRITERIA

(Maximum score 100 points)

The offer must include technical/quality criteria and the cost proposal, specifying the value per money offered by the applicant. Please indicate the unit cost and describe how you would implement the work for each of the following services:

a) Media relations support in Brussels and Strasbourg for press statements, press conferences and public events (maximum 9 during the contract period): it is requested that you have contacts with the main media in Brussels and Strasbourg (score: 35)

b) Production of posts, articles, press releases and background notes (maximum 75 during the contract period): it is requested to deliver the drafts in maximum one day (score: 30);

c) Press review on International and European issues (maximum 14 during the contract period): it is requested that you send the main news at international and EU level (score: 15)

d) Production of videos (maximum 18 during the contract period): it is requested that you send the scripts of the videos. Your physical presence is requested in case the video has to be recorded in the European Parliament, otherwise you need to send technical indications on how to record the videos for their shooting and editing (score: 20)

Please also indicate the overall price for 7.5 months.

IMPORTANT: The total price of the offer cannot exceed 22.500 euros (VAT included)

Total score of tender N = (Lowest price / Offer N price) x Offer N technical score
